USPA NEWS - On the eve of the shutdown of reactor 1 of the Fessenheim nuclear power plant, in accordance with the Government's commitment, Jacqueline Gourault, Minister for Territorial Cohesion and Relations with Local Authorities, and Sébastien Lecornu, Minister responsible of local authorities, would like to recall the commitments already made by the State to guarantee the resources of the territory, and which will materialize from 2021. An unprecedented support effort for the benefit of the territory for an amount estimated at € 32 million over 10 years

The loss of revenue of the Community of Communes of the Rhine-Brisach Country will be fully compensated until 2023 inclusive, then degressively until 2030. The amount of this compensation should amount to € 32 million in total over 10 years. The territory will also benefit, due to the loss of tax revenue associated with the power plant, from a reduction in its contribution to the FPIC, the main mechanism of financial equalization between communities, to which it contributes greatly today due to the importance of its financial potential (32nd nationally). THE FINANCIAL EFFORT IS UNPRECEDENTED IN ITS SCALE------------------------------------------------------------------ The resources mobilized will enable elected representatives of the territory to develop an alternative economic project, in accordance with the new ecological model that the Government is encouraging. The commitment to open a work on an evolution of the FNGIR held from 2020. In addition, in addition to these compensation commitments, during the examination of the PLF 2020, the ministers undertook to open the file for the FNGIR levy for municipalities and EPCIs which are suffering from significant reductions in their tax revenues, in particular due to the departure of companies. The FNGIR contribution paid by the municipality of Fessenheim amounts to € 2.9 million per year. A letter co-signed by Jacqueline Gourault, Sébastien Lecornu, Gérald Darmanin and Olivier Dussopt - Minister of Action and Public Accounts and Secretary of State to the Minister of Action and Public Accounts - was sent today to Presidents of the National Assembly and the Senate to mission parliamentarians on the subject. The objective is to seek a consensual solution allowing solutions to be provided after 2023 to the territories weakened by the FNGIR levy without calling into question the principle of the fund or its financial balance.
